Why use a CCTV monitor instead of an ordinary TV?

A CCTV monitor is built to stay on: Videoline's VL-22WBC and VL-32WBC use an industrial screen and a regulated power supply designed for 24 hours a day, 365 days a year. They also show the incoming signal's resolution when switched on, and their 6 ms response keeps fast movement from smearing.

Is the VL-24WTC-F touch screen a computer or a monitor?
